On emissions intensity of the grid, a large amount of EV charging can be (and is) scheduled for when demand is low and, to some extent, when supply of renewables is high. I think it is more likely that the average emissions intensity for electricity to power EV's is lower than that of the average intensity for the grid as a whole - but would be interested to see evidence if it was available.
On cost - the current lifetime cost of EV's in the UK is certainly higher than petrol cars (assuming both manufactured in the UK/Europe) if all taxes (in particular fuel duty) are stripped out. Most likely this will reverse in the next few years; indeed EV's are likely to be one of a relatively small number of climate mitigating policies for the UK where the economics are more favourable than sticking with fossil fuels. I'm yet to see any EV last that long with a functioning battery.
